Your Own Recyclability Rating Becomes Your Invoice

Under extended producer responsibility for packaging in the United Kingdom, producers assess the recyclability of their own packaging and report it. From the scheme's second year, that self-reported rating changes what they pay. A statement about a material stops being a marketing position and becomes a line on a bill.

The mechanism, stated plainly

The recyclability assessment methodology, or RAM requires large producers who supply household packaging to assess and report the recyclability of certain packaging materials. The output is a red, amber or green rating per packaging item, and the guidance itself carries a section on how that rating will affect what a producer pays.

The scheme administrator, PackUK, is required by the Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024 to publish how it will vary those fees. Its disposal fees modulation statement sets out the modulation strategy, how modulation is performed and the modulation factor applied.

The rating is not produced by a regulator or a laboratory. It is produced by the producer, and then it is charged.

Why this is different from every other packaging rule

Most environmental regulation tells you what you may sell. This one leaves the material choice open and prices it. A producer can keep an amber format and pay for it, or move to a green one and pay less, and both are lawful.

That makes the assessment a commercial exercise rather than a compliance formality. It also makes an inaccurate assessment expensive in a way that a policy statement never is.

When a claim sets a price, the incentive to be optimistic and the cost of being wrong arrive at the same time.

What gets audited is the working, not the rating

A red, amber or green output is a conclusion. The defensible part is underneath it: which material, in which format, with which components, assessed against which version of the methodology on which date.

The RAM has been revised since it was first published, and the guidance keeps a section on versions and updates for that reason. A rating recorded without the version behind it cannot be reproduced later, and a figure that cannot be reproduced is not evidence.

Record the version and the date with the rating. Next year the methodology will have moved and the packaging may not have.

What this asks of the material record

Assess at the level the fee is charged at, which is the packaging item and its components, not the product family. A single non-recyclable component can carry the rating for the whole item.

Keep the assessment attached to a specific specification, so that a change in supplier or in film thickness triggers a reassessment rather than silently invalidating an old one.

Keep the evidence for the inputs you did not control. Where a component's composition came from a supplier declaration, the declaration is part of the record, not a substitute for it.

The cost of a wrong rating is charged annually. The cost of the record behind it is paid once.
